Horas Engineering Ltd is a small company created by Javier Horas (Director) with the aim of providing design and consulting services to architects, planners, landscape architects, structural engineers, transport planners, developers, landowners and contractors.
At Horas Engineering we use the latest technology and design techniques, keeping a competitive price for our clients and allowing us to comply with tight timescales required in this sector.
We include innovation at all stages of projects using BIM methodology in our approach to design and sharing information. We combine the innovation and technology with a creative thinking and our knowledge of the standards (DMRB, Manual for Streets and Council standards).
Our team and supply chain has experience in all type of projects from small accesses to major interchange links for any site.
The combination of all of these factors allow Horas Engineering Ltd to add value for clients, what is reflected from the early stages as a reduction in cost and delivery timescales.

Our People
Javier Horas CEng MICE MEng BEng – Director
Javier is a Chartered Engineer of the Institute of Civil Engineers with a Master Engineer in Civil Engineering and a Master Science in Health and Safety who has been in the civil engineering industry for over 15 years. Javier has worked in large and small consultancy companies, leading highways design of road improvements and new roads across the UK, for private and public clients.
Javier’s aim is to produce highways design that exceeds clients’ expectations for budget and programme. Javier combines his in-depth knowledge and experience on the use of infrastructure standards (i.e. DMRB Standards, Manual for Streets and Council Standards) and his proficient use of Civil 3D, with his site experience and knowledge of health and safety issues, giving him additional perspectives of a design solution.
Javier has been heavily involved in the highways sector during his career liaising with local Local Highways Authorities, Highways England and Transport for London. Javier has experience working on behalf of Highways Authorities and liaising with design teams.
Javier has experience in BIM Implementation and Quality Management Systems, and is responsible for these two aspects at Horas Engineering Ltd.
